What's missing is your age. I'm going through menopause and even though I'm eating 1500 healthy calories/day and burning 750 calories/day, I'm not losing weight. I just had bloodwork and all my numbers are fantastic so I take comfort in knowing that my efforts are not in vane. The big problem is the use of BMI as an indication of someone's health by labeling them "overweight" or "obese" when they could actually be heavy from muscle mass.
Before dropping to 1200 calories, try adding more daily aerobic activity by jumping rope,doing jumping jacks or doing workout videos indoors - Jilian Michaels from Biggest Loser has some that will give you an outrageous workout! Squats or standing lunges are a good lower body workout and push ups are a fantastic upper body workout to build muscle which burns fat even when you're sleeping! Those exercises also increase your heart rate which is aerobic exercise, too.
