I believe that smiley faces are scheduled to return in the near future.
Regarding signatures, I posted an inelegant workaround suggestion in a reply in this thread: Welcome! It's easier than typing it out every time. Some of you might like to give a look.

This isn't the most elegant solution, but as a workaround you could save what you'd like as a signature in a notepad file that you keep handy. Then when you post you can just open it and copy and paste the text to the end of your post.
I know. I said it wasn't elegant.
