A week ago I noticed a little bit of itching focused near the base of the penis and scrotum, mostly when I'm moving around. Then I took a look and thought I had genital warts, then I noticed the bumps were mostly coming from pubic hair follicles on penis and scrotum. Today the itching has mostly subsided but i've noticed the bumps have moved up the penis shaft focused on the right side. The bumps are hard to see flaccid and are not above the skin. None of them are painful or becoming worse/red/blister like.
I plan on getting tested in a few days, but I would love to hear some opinions. Does anyone have any insight into this? I'm obviously kind of nervous.

I have bumps mostly only noticeable when the skin is pulled tight on my penis and scrotum. They tend to be mainly located where there is more pubic hair growing at the base of the penis and testicles. I can definitely say the hair follicles at the base are more noticeable than usual. It's mildly irritating similar to the itch you get if you trim your pubic hair. Also, I've noticed it doesn't necessarily bother me until I'm walking and being active.
I'm 24 and Sexually active (mostly safe with condoms). I'm concerned it may be an STD (Genital Warts?), although it doesn't seem to match any descriptions or pictures. Any thoughts, opinions, tips would be greatly appreciated?
